The administrative supervisory leadership system is the vertical and horizontal relations between leaders which is reflected in activities in which supervisory organs perform administrative functions. The core of administrative supervisory leadership system is to deal with the relationship between administrative supervisory organs and the government and that between superiors and their subordinates in the organ."PRC Administrative Supervision Law" provides that "the supervisor organ of the state council takes charge of the country's supervision work. The supervision organ of people's government at county level or above takes charge of supervision work of their jurisdiction and is responsible for the government and the higher authority and reports to them."The provision notes: the administrative supervision organ implements dual leadership system. From the experience of these years of practice, we can find a lack of power binding force under the dual leadership system. This will greatly affect the functioning of the administrative supervision. To perform the supervision function well, it will be necessary to reform the existing dual leadership system and establish the vertical supervision leadership system.Starting with the concept of leadership and by analyzing the existing administrative system and the feasibility of the system, the paper puts forward to the conception of establishing vertical administrative supervisory leadership system.that is, to establish a system produced by the National People's Congress and is responsible for it.
