Learning is an eternal subject of a lifelong learning society. In a modern society with features such as the knowledge explosion, the rapid development of technology and the proliferation of modern information, the inefficient traditional learning can not adapt to the needs of both social and personal development. Based on the awareness of social development, the current learning status of schools and the grim situation of public security, changing the traditional learning methods to improve learning outcomes is inevitable.Educational technology has been applied to improve human learning with various technical means. The main way of using technical means to promote human learning is to create a good learning environment. With the strong support of information technology, the rational design of the learning environment has become an important method to raise learning effectiveness, and this will add the strong power to the production and development of the new educational model.Based on the analysis of the Criminal Technology Course and the psychological features of highly effective learning, this research revolves the high efficiency learning characteristics and aims to establish an appropriate and productive learning environment. This beneficial attempt is to help solve learning issues of Criminal Technology and deepen educational reform.The present paper is composed of six parts.The first part concisely elaborates the background, goals, significance and techniques of this research.The second part explains the concepts and theories used in this paper, which are associated with the characteristics of effective learning.The third part establishes an efficient learning environment for Criminal Technology Course, considering the characteristics of the Criminal Technology Course, teaching objectives, the status of teaching, and Constructivist learning environment model.The fourth part, the core of the paper, explores how to create different types of learning environment such as the problem-based learning environment, the case-based learning environment, the scavenging learning environment and the practicing learning environment.The fifth part compares the different students' learning effects of Criminal Technology Course in the teaching practices, concerning the characteristics of highly effective learning.The final part draws a conclusion of the research, pointing out the insufficiency of this research and further research directions, as well as some original thoughts in this research.
