A Study On The Construction Of The Country's Civil Servants' Ethics

In order to implement with great effort the strategy of running the country with morality,the seminal part of ethical factors should be stressed in the social governance,which highlights the importance of promoting the national moral levels, especially that of the civil servants.The ethics of civil servants,ranked at a high level, are quite demonstrative.The construction of civil servants' ethics is not only beneficial to the reinforcement of the Party's administrational ability,but helpful to the implementation of the construction of responsible government as well as the running of ethics.Since the introduction of the reform and opening-up policies and the new century in particular,great success has been made in the construction of civil servants' ethics.However,for a variety of historical reasons,China began to work on its civil servants system at a comparatively late date and the imperfect system together with the unsound laws and regulations led to the uneven ethical levels of the civil servants,which has brout about difficulty to the construction of civil servants' ethics.In this sense,the construction should be begun with perfecting the law system of civil servants' ethics,the supervision mechanism and the training mechanism. Meanwhile,the moral responsibility system of the civil servants should be reinforced and the accountability represented by voluntary resignation perfected.
