Industrialization is one of the essential steps of the economic development. Seen from the history of industrial development, government plays a very important role during the process though each country has its own developing model or pattern. New industrialized countries like Japan, Korea and Singapore have contributed a lot to the industrialization and push it forward around the world.Our economic zones along the coastal line have been industrializing at a rapid speed. It has approved that government should be definitely clear about its dominant functions and responsibilities for a city's development. Being a developing area, the level of economic development ands industrialization is still at a low stage. Meanwhile, it also faces to the problems as how to improve technology, how to adjust structures, how to balance development and how to manage market well. So during the industrialization, what responsibility should government take? What aspects would government offer help on? Such questions have urged us to have a profound exploration about it.In this paper, it is going to discuss about them by setting out from the government responsibility combined with the economy situation in Xinyu city. It has been divided into four parts. The first is about the background, goal and significance of industrialization study. The second part focuses on why the developing areas should establish an industrializing pattern dominated by government. Then we move to discuss about Xinyu government's great functions during the industrialization based on current city development. At last, it comes up with several suggestions of the strategies that only the government are strengthened and completed, the industrialization in developing areas can be realized.
