Researches On The Function Of The Mayer's Hotline And Countermeasures Against Its Problems

The Mayer' s hotline appeared recently. It is well known for public expression, administrative relief and the mechanism of government responds. Although it has not been long since the Mayer' s hotline is applied in some cities, it has quickly become an important way for government to know about social tendency, and supervise function departments and their staff. It is also necessary for government because it protect public benefit and relieve the contradictions between cadres and the populace. The Mayer' s hotline is a bridge and a link between the government and the broad masses of people, and a special outcome under some given condition. Adapting to the objective needs of our reform and opening up and economic development, it plays an active role in maintaining social stability in initial stage of our socialism. The Mayer' s hotline is an emerging facilities for both government and citizen while its theory is very superficial. Mechanism of operation, management and working methods of the Mayor ' s hotline are new problems for researchers who major in public management. It exists great realistic value of research, especially on how to strengthen the hotline' s system construction and display its ability and level. This dissertation begins with the hotline' s birth, development and current situations. As one of the administrative relief channels, this dissertation elaborates the positive role of the Mayer' s hotline systematically on some aspects, such as strengthening the construction of our service-centered government, raising the implementation of public policy from public departments and reinforcing government' s own development. According to analyses and researches on problems of the Mayer' s hotline itself and corresponding reasons, some countermeasures are offered to strengthen the construction of the Mayer' s hotline. In the current political environment, the Mayer' s hotline is active for easing many adverse effects. With the consummating of our political systems unceasingly, the ability and level of policy implementation improve continuously, and the mechanism of society supervises will be more and more perfect. Then the hotline' s function, appearing as a remedial action for supervision and system, will gradually weaken. At the same time, it will be more and more evident that the hotline is able to collect public opinions and feedback public policy.
