With in-depth progress of the reform of socialism market economic system and administrative system, the construction of law-ruled, service-oriented and performance-oriented government has been quickened, which objectively impels administrative departments to change concept of HR management. By means of comprehensive development of human and all-round increase of competence, public management performance can be improved and a good image can be established. Practice has proved that the advance and application of Competence Theory is an effective way to solve public sector issues on HR management.This dissertation analyses the construction process and application in administrative department of Competence Theory based on study of the origin and development of it. Taking AH Financial Bureau as a research object, we establish a competence model of middle-level managers in the administrative organ, and put forward ideas on how to apply the theory in performance evaluation, education and training, job promotion and other areas, meanwhile, the practical approaches are given.This dissertation focuses on:â‘ Earlier explore the establishment of competence model concerning middle-level managers in executive department; provide practical tools of human resources management for AH Financial Bureau so as to enable the department to achieve effective identification, assessment, training and promotion of middle-level managers with higher performance;â‘¡The competent model is on the basis of explicit performance evaluation standards, which makes the research results more oriented and practicable;â‘¢The conclusion is also very good guides for the establishment of competence model for other administrative department.
