The thesis introduces the seaworthiness, ship-survey and ship safe check (this paper calls them ship-inspection in brief) in detail, the affection and action of ship-survey and ship safety was checked also to the seaworthiness of ships.The seaworthiness is an old concept, The signification of the seaworthiness has changed continuously with the improving attention of the governments and the international organizations, and the advancements of the relations sciences, the ability of ship-building, the communication, and the improvements of the making of the seamen and the ship managers. The key effects should come from the attention of the governments. The ship-survey and the ship safety check is the main means that the administrative departments control and manage ship companies and ship technical states. It hangs the ship technologies managements and the ship company managements together commendably, the ship company manages the ship technology normally. Although the ship-survey and the ship safety check have no obvious relations with the seaworthiness from teeth outwards, but you can find it affects the seaworthiness materially not only the standard but also the results of the ship-survey and the ship safety check. The represents are supporting, supplying and strengthening. Because the ship-survey and the ship safety check are legal and compelling, the seaworthiness obligation of the carrier to make the ship seaworthy be aggravated and defined.In one words, we can understand the seaworthiness and obligation of the carrier deeply and entirely at the view of the ship-survey and the ship safety check. Through analyzing the relations between the ship-survey and the ship safety check on base of a lot of information, data and cases, the thesis put forward the new understanding to some disputed questions and some suggests to the relating laws. The author hopes it is beneficial to the theories and the practices of the marine law about the seaworthiness and the seaworthiness obligation of the carrier especially.
