The City Planning Law of the Peoples Republic of China in the field of city planning was enacted in 1989. In the initial stage, the way that the city planning worked was established. Before the Reform and Opening-up, the means of the city planning worked was: under the Planned-economy system, the policy predominated while the city planning law was just in exploration. Rule by Law was established after Reform and Opening-up.So, this paper, mainly using the literature reviewing method,through investigating and analyzing the relevant historical documents, and comparing the characteristic of different times, discusses the staged division of the way that the city planning worked. Focused on making of the city planning, it surveys the establishment, background and reasons of enacting of the City Planning Law of the Peoples Republic of China though comparing the processes that different city planning were made and approved . The reasons are:The transformation of the economic system brought about the diversity of investment in the city construction, the compensated use of land and the commercialization of welfare housing, which led to the law predomination on city planning, and these all reflected the transformation of the governing system. The further reasons of this kind of movement: the gradual transformation from government control to society self-disciplining. The change of their relationship implied the fading-out of"unit system", diversity of main interest bodies and the necessity of Rule of Law. Hereof, the law-predominating city planning reflected the development of the relationship of government control and society self-disciplining.
