State and local governments in the United States are major providers of critical services. They are the primary source of education, emergency services, law enforcement, judicial administration, public transportation, water and sewer, and public works programs and services. Neither the specific role, nor the performance of state and local governments is well understood by citizens. In the past several years there're some of report about states and local governments'performance information were published. After years of theoretical study, the United State of Government Accounting Standard Board (GASB) encouraged state and local governmental entities to experiment with the development, use of Service Efforts and Accomplishments Reporting (SEA). The City is arguably best known for the SEA Report, since Portland has been producing the SEA Report for a longer period of time than any other jurisdiction which has received extensive national coverage. SEA had many important efforts, such as, lighting up government works, inspiriting civil services and encouraging them to improve their public services, attracting citizens pay attention to the information about their Government, providing reliable information for Government next year's fiscal budget and Government decision- making, promoting the Government to develop their public services and strategies about publics.Nowadays, Chinese local governments'public services assessment had many problems, such as, the system of this kind assessment was not completed and even more this assessment still didn't become a regulation to the majority of Chinese local governments, besides that public accountability in Chinese local governments was not completed too. We learn from the successful experience of the Portland City to choose suitable performance measure indicators for Chinese local government's public service performance assessment, and regular publication of the SEA reporting. In this way, we could solve those problems step by step. Therefore, the significances lies in the author topics are three: to explore performance evaluation system on local government's public service that is suitable for China; and alleviate various prominent social problems what China's local governments currently faced; besides that it could help the public supervise the result of public services and take part in the management process. This paper take Portland City's SEA report as a research object, basis of its practice, the writer explored its theoretical value, and the defect. And then, the author propose suggestion that how to construct our local government's public service performance evaluation system. This paper is divided into four parts:Part I , start with the historical background of Portland City'SEA report, then introduce GASB set up the idea of construct a SEA report what's the purpose and what's the meaning, etc. Through these concepts, people will have a preliminary understanding about SEA report.Part II, 2005-06 Portland City's SEA report as a case described the main framework of the report.
