Public Cultural Service System is made up of various cultural institutions and services which are originated by the government, unproductiveness, promulgating advanced culture and guaranteeing needs of public culture. The characteristics of Public Cultural Service System in our country are commonweal, equitableness, advantage and multiplicity. To perfect Public Cultural Service System is the responsibility of the government with no shirking, so that how to perfect the Public Cultural Service System in our country is extremely important.At first, constructing a service government could be droved better by perfecting Public Cultural Service System. Public Cultural Service System is an organic part of constructing a service government. To perfect it is treated as a main target of a service government, and provides an indispensability guarantee for the public to pursue their blessedness. Therefore, constructing a service government could be droved better by perfecting Public Cultural Service System.Moreover, to perfect the Public Cultural Service System could safeguard cultural rights of the public more efficiently. A perfecting Public Cultural Service System could guarantee cultural rights of the public from the law, the system and policies. Only if the Public Cultural Service System is perfected, the public could really get their cultural rights which are needed urgently.Furthermore, to perfect the Public Cultural Service System could satisfy cultural needs of the public better. None but a perfecting Public Cultural Service System would let the public get more spiritual satisfactions from cultures and accelerate the development of them.At last, to perfect the Public Cultural Service System could enhance the quality and efficiency of public cultural services. In recently, services and products providing by the Public Cultural Service System are usually with poor quality and inefficiency. If we would like to increase the quantity of public cultural products, make the public participate in the administration of public cultural affair, and enhance the quality of the public cultural services, we have to perfect the Public Cultural Service System.The aim of our Public Cultural Service System is to construct a modern Public Cultural Service System which is leaded by the government and where the public could participate in. That is the main clue and core idea of this dissertation. The main body of Public Cultural Service System includes the government, cultural enterprises, non-governmental organizations and corporations. From them, the government is the decision-making and leading department of the public cultural system; cultural enterprises are main executors who are responsible for executing public cultural services; non-governmental organizations, which are indicated as nonprofit public cultural service institutions, are main participators; corporations are treated as complementarities and prolongation of Public Cultural Service System. The Public Cultural Service System also includes supplying system, inheriting system, supporting system, guaranteeing system, evaluating system and cultivating system. All of these compose the Public Cultural Service System, and exert their own indispensable effect.The Public Cultural Service System is at the developing stage in our country. Because of many factors from basic situation, system and concept, lots of deficiencies still exist in this system. There are seven concrete phenomena. The first one is that the structure of principal part of our Public Cultural Service System is illogicality. In a healthy and perfecting Public Cultural Service System, the structure of principal part should be the government. However, in China, the government is the supplier of public cultural service. A majority of establishment of the public cultural service are constructed by the government financial support. Under the planned economic system, the commonweal and welfare are gave prominence to, but the economic attribute of culture industry is covered up and stifled. The second one is that the supplying system of the Public Cultural Service System is not perfect in our country. The third one is that the input to the public cultural affair is short of. The construction of public culture is not advanced. Especially, the construction of basic cultural establishment is extremely lagged. The fourth one is that the output and the input of culture industry are dissymmetry. Among a great deal of capital which is input by the country, most are paid to people, so that we still lack capital for public cultural service. Fifth, the innovative capability of the whole public culture industry is not strong. Sixth, the rule of law of culture policy lag far behind. On the one hand, the existing rules of law are distempered and not matching. On the other hand, the existing rules of law are unpractical or self-contradiction. The last one is lack of administrant with high quality.Considering problems existing in the recent public cultural service system, policy advices are brought out: first, a public cultural service system with multi aspect and socialization should be set up. We need to increase the input of social capital to public cultural service system step by step, to realize the multi aspect and socialization of the public cultural service system moderately, and to build a public cultural service system which is leaded by the government. Second, the reformation of culture industry should be strengthened. We need to set up a scientific valuation system of government administration, to perfect the inside employment, distribution and social security system of the public cultural service system. Third, the government should increase the input to the public cultural service area. Fourth, the collocation of social public cultural resource should be optimized. To realize it, we need to adopt marketable operation, to channel off social capital to culture industry, to arouse cultural corporations'innovation and set up a fair and exoteric environment of culture resource. Fifth, the administer operation system of the public cultural service should be innovated. So that, we need to reform and manage the cultural administration system more, to expedite inside system reformation of cultural enterprises and strategic recombination of state-owned cultural enterprises, and to widen financing channel of culture industry. Sixth, correlated rule and law should be perfected. The last one is to constitute a set of cultivation system. It needs to recognize the cultivation of person with cultural ability and to constitute a good system which could attract person and help them to create outstanding achievement, so that, the quality of public cultural service could be guaranteed and source of drive could come out continuously.
