Along with the development of public administration, the administrative educational world transform the emphasis on providing highly effective and economical collective services gradually into the attention social equity realization. Administrative ethical is even more attached to. However, the realistic situation is, following the fast development of economy, each aspect of the social correspondingly has had the immense changes, compared with fast development of the material civilization, the development of spiritual civilization's is not actually satisfied as desired. Administration problems are shown concretely for just as the corruption is serious in the administrative departments, administrative personnel ethics consciousness is ignored, administrative ethics realization is beset with difficulties. How to get rid of this ethical dilemmas, and how to realize the administrative ethics, this article launches the discussion regarding this question.First, this article summarizes the actualities of administrative ethics research in domestic and foreign in the introductory remarks part. Based on the classification and analysis to the actual research theory, does the article obtain from the relation between public administration and ethics, actually open out what is administrative ethics, carry out the classification and comparison the multifarious points to the administrative ethics itself implication now existed in the educational world.Afterward, the article starts to discuss the administrative ethical dilemmas. Carries on the careful analysis to the administrative ethical dilemmas itself, which is useful to discuss the reason why administrative ethical dilemmas comes into being. So-called administrative ethical dilemmas, is refered to the administrative personnel to be engaged in the administration active procedure, who have to face the dilemmas in the moral ethics aspect. The most important reason which result in this kind of phenomenon, administrative organ's policy choice conflicts frequently with ethics standard, administrative personnel's value conflict and the behavior choice conflict causes the administrative ethics to realize falls into the difficult position unceasingly. Therefore, the administrative ethical dilemmas is usually divided into two broad headings: Value choice dilemmas and behavior choice dilemmas. The value choice dilemmas is the behavior choice dilemmas foundation, when several kinds of correct value conflict respectively, will cause the behavior choice dilemmas. The behavior choice dilemmas performance is three kinds of concrete conflict forms: authority conflict, role conflict and interest conflict. The realistic situation is that administrative ethics dilemmas derives from the conflicting responsibility when administrative personnel's performance of official functions, administrative personnel's value conflict and the behavior choice conflict is a kind of responsibility conflict in essence. How to maintain the responsible behavior in the administrative responsibility conflict, to realize the administrative responsibility, becomes the key for breaking through administrative ethical dilemmas.There are two entirely different ethical guidances in administrative personnel's behavior choice, one is utilitarianism which pursues the efficiency, the other is deontology which emphasizes justness. Persisting in what kind of ethics guidance is a dilemmatic choice which the administrative personnel faces to. In utilitarianism acknowledged the view of libertarianism which each person has equal right is in opposition to the view of effect theory which pursues efficiency without regard to the justice, which brings into being the contradiction in the utilitarianism theory. Moreover, although the efficiency guidance is still basic ethical guidance of administration practice in the West, all sorts of dilemmas which Utilitarianism faces in the administrative practice, already caused its status to receive the oppugnation and the vacillation. Therefore this article tries to analyse administrative responsibility by deontology.Deontology is one of most influential ethics basic schools in contemporary Western, also is the main ethics theory shape since modern Western morals has reformed. This article has traced the deontology's theory origin, has combed the contemporary deontology. The social justice and the morality of behavior motive which deontology essentially pursues, conforms to the intrinsic rule and require of administrative responsibility. Under the instruction of deontology, the goal of administrative responsibility is to realize the justice. Therefore, this article realizes the administrative responsibility by way of deontology, make the administrative personnel to maintain responsible and the moral behavior, thus gets rid of the ethical dilemmas. There are two ways to realize the administrative responsibility in the public organization-interior method and the exterior method. In fact, regardless of being the internal method or the exterior method, with difficulty independently plays the role, only when unifies the internal method and the exterior method, the administrative responsibility will be effectively realized. This article designs the internal method from the angle of value basis establishment, designs the exterior method from the angle of the organization configuration, and expects to realize the administrative responsibility through the effective union of internal and exterior method, thus gets rid of the administrative ethical dilemmas.
