A Study On China Rural Governance Mode After Agricultural Tax Exemption

Since the agricultural tax was abolished, most towns and villages in China have been drooped into kinds of crisis, the supply of public goods, rural debt problems, township financial operation problems have emerged in the majority of the rural areas. This paper selects county and township governance mode of Chinese mid-west traditional agricultural region as a research object, because this kind of counties and township is the main board of our country, and existing multitudinous questions have a certain representation. Based on the analysis of the reality of the governance mode and the reasons for the exemption of agricultural taxes and the problems in the rural areas after the taxes abolished, this essay point out that the dual system of governance in the urban and rural areas causes the theoretical and practical misunderstandings in the process of the reform of the governance mode. For a long time, we framed the rural areas for urban services in the indirect position rather than rural residents.Through the analysis of the weak positions of the county-level governance in rural governance mode , the role dilemma of the town and village governments and the flawed villager autonomy system , we get the conclusion that counties, townships and villages have different resources and advantages and they are highly complemented in the county regional economic development, so the current rural governance mode should be adjusted on the base of the view of the county economic development and the reconstruction of the public services under the county level. Namely: the economic vitality of the county should be stimulated via strengthening the role of the regional economic development, the public services system under the county level should be reconstructed, the own-way problem in the powers of the town-level governments should be changed, the ability of small towns radiation should be improved, the village to village cooperation with a specialization Cooperation Organization should be strengthened and village autonomy system should be reconstructed to realize the innovation of the grass-roots governance to rebuild the governance mode in the company of reforms of the public finance system and historical rural debt resolving. Only when do this, the goal of rural social stability, harmony and prosperity can be really achieved. Then, all the people, including the vast majority of farmers, can share the fruits of reform and development.
