Abstract/Summary:
Today's Chinese economy and society is experiencing The Great Transformation in Polanyi's sense, which brings about the need of changes in the functions to the Government, also cause the transform of Chinese Union, as from Government's Administrative Assistant to an agency shouldering Social Governance function. This process meets the theory which Foucault said as the Governmentation of The Country. Meanwhile, the transformation of the society also bings about nagative effects to the transformation of the Union, concentrating expressed in the inadaption of the old Union system to the new governance need.This paper attempts to view this process by the example of YW Union, discussing how the Union take full advantage of the Dual Role of the old Union system to work in three aspects ( which is The Government,the enterprises and the workers ) , aviod the confliction of the Dual Role through Role Ambiguity, make up for the inadequate of their own with the strategy of Three-borrow (which is Borrow-truth, Borrow-wind and Borrow-strength" ) , and eliminate the obstacle of its own interests by perfecting the interests speak mechanism whith the promotion and help of the Government. The whole thing contributed to the whole society's transformation of governmentation.Just as CYD, the chairman of YW Union said, "The Union works outside the Union", the transformation of governmentation of the Union is achieved in the interactive process whith the workers, Government departments, enterprises, the original ecological organizations, the news media and so on. This also proves the superiority of the perspective of Governance to the traditional Social Control perspective in analyzing the Government role in the tranformating period, and provides references to the further study.
