Research on women and poverty is an important component in the field of women's studies. United Nations Development Programme (UNDP) once pointed out poverty has a woman's face. Most of the poor are female. However, China's poverty is classified by family income, whose premise assumption is that distribution in the family is average. This paper will refer to the following issues:a) Analyze rural women's human capital condition to reveal they are involved in capability poverty, that makes them much more vulnerable to be income poor;b) Demonstrate the impact of practical significance of investment in human capital for rural poor women, which is conducive not only to eliminate its own female poverty, promote social justice, but also more conducive to the whole social poverty.c) In addition, woman as a mother, her human capital affected her children's wellbeing.Therefore, investment in women's human capital is significant for improving the targeting of poverty alleviation policies, preventing the intergenerational transmission of poverty, agricultural modernization.Through the analysis of rural anti-poverty policies and policies that the farmers benefits, the paper advises: increase investment in human capital in rural areas; establish gender responsive budgeting to poverty alleviation funds ; promote the establishment of national institutions for gender equality; found rural women association; NGOs are playing important role and other countermeasures.
