To construct the public servicing government is the transformation of government functions and topics at the forefront of reform of the administrative system, it also highlighted the Government's "concept of public services," it is not merely reforms of the political system, and relates to the concept of political change. But the transformation of government functions is not the Government's own things, it relates to the overall interests of the community as a whole, therefore, the participation of the broad masses and feasibility of the success or failure of reform is vital significance.As an imPortant content of democracy, an impotant approach of raising the efficiency of public management and abrand-new thesis about the development of citizen society,public participation has abstracted many researchers all over the country and the world as well,and become a new skill and strategy of government's decision makers and public managers. However, because the beginning of research and practice is so late, the theory of public Patricia Pation in our country lacks of complete system and operab1e measures,in Particular, lacks of guarantee of system and mechanism in public participation. So, the purpose of the thesis is to expound the development and practice of pub1ic participation theory in public management in the world,and mainly analyses status quo, main problems and confinement factors in the construction of public participation mechanism in our country. One the basis of these, the thesis will expound further the guiding principle and approach selection in the construction of our country's public participation.In this paper, first, I explain the basic meaning of the public servicing government and the public participation, proof of the public servicing government and the need to build and maintain close ties with the participation of citizens, public services from the building of the servicing gov -ernment perspective on the importance of public participation; Second introduced the actuality of the public participation in China, analyse the existing problems and major constraints, and the existence of our public to participate in the analysis of the various issues, mainly from the building of systems, legal basis, bureaucratic traditions, and participate in several cultural perspective were analyzed for the future to solve these problems .Then this from the perspective of practical and theoretical analysis of our citizens to participate in facing the difficulties, which mainly inclu -des citizens to participate in their own factors and participation in the environmental factors.
