This thesis studies the constabulary system of England in the late middle ages. The constabulary system is a sort of local administration system that belongs to the basic local region. After investigating the history background and the changes of constabulary system from the late 16th century to the middle of 17th century and the relation between the duties of constable and the local people, the author considers that the character of the constabulary system in the late Middle ages is an unique local autonomy, and it is the foundation of"the home of self-government"of modern England society.In the instruction part, the thesis introduces the current study condition of the constabulary system, the point-views in the academic realm both in the abroad and in our country, the aim of this thesis, the constructing method of this thesis, and the use of materials. Then, in the first part of this thesis, making a general introduction to the constabulary system. There are three aspect as follows: above all, the instruction to the translation problems of the word"constable"; Furthermore, the introduction to the historical origin, election procedure and the basic duties of constable; At last, a conclusion to the above all.The second part of this thesis mainly concerns the changes of constabulary system from the late 16th century to the middle of 17th century. First, the author introduces the historical background of this period; then express the re-arrangement of the central government to the local rights under this historical background, and these lay a foundation for the comment on the changes of duties of constable in this period. In the investigating of the changes of constable'duties, the author choose three chief, typical duties to express the essence of these changes, they are levy, social administration and military duties.The third part mainly studies the constabulary system in this period from the view of the interaction of rights between central government and local society. It mainly has three aspects: first, the elaboration to the local autonomy; second, the demonstration of the proposition"the local autonomy under the king'governance", by describing the pressure of constable meet in the duties performing from the superiors and local. Third, conclusion: the English constabulary system essentially embodies the local autonomy under king'governance from the late 16th century to the middle of 17th century, the county gentry and the yeoman are leading force and backbone, and broad masses actively engage in.At last, the author has an imagination to the ideal distribution mode between the personal rights and the governmental power in the local autonomy.
