The developing trend is increasingly strong as the continuing acceleration of the informationalizing construction home and abroad as well as the government's increasing focus on the field. Presently local governments in different places are enthusiastically promoting the e-government affairs. It is a great trend to construct propoganda and study this new topic. China's NPC as an organ of state power, in full of opportunities and challenges of the new century, must actively and effectively promote e-government construction, in order to further widening the channels of the NPC's supervision work, reform of the administrative system, and promote the work of the NPC innovation. This paper studied the characteristics of the local people's congresses, the people's congresses of the special needs of e-government, and in Changde City People's Congress as an example, to study and explore how e-government functions to better fulfill the people's congress.This thesis makes use of the method of systematical analysis, comparison, the survey research methods comprehensively. First of all e-government related to the theory analysis, research on e-government to the special role of the National People's Congress. Then comparative analysis of the development of e-government case at home and abroad, summed up the basic experience, and paying special attention to reference the development of e-government in several local councils abroad. And then on the basis of analyzed the status quo and the problem in local people's congresses' e-government construction, study of functional requirements and architecture requirements of e-government, proposed the suggestion on building of e-government to the local people's congresses. Finally, Changde City People's Congress on the development of e-government status surveys and analysis of its construction, use and user needs, Changde City People's Congress on the specific construction site empirical research, and proposed further planning and ideas.
