Research On Counter Measures Against The Problem Of Hunan Charity Development

To build a harmonious society needs to strongly develop the chanties. Since the the 4th Plenum of the 16th CPC Central Committee pointed out improving the social security, social salvation, social welfare, and social security system related to charity and the word "charity" was put into the important document, the development of charities is getting more attention of the government and the common people increasingly. As the organ of the charities, the developing of the charity organization decides the developing of the charities. Now, the charity organizations in Hunan Province are facing the good developing opportunities, however, many problems still exist which are mainly shown in the aspects of the shortage of the systematic state, the lack of the non-governmental state, the self-rule and the weakness of the voluntary state. These problems are not only caused by the exterior reasons such as the underdevelopment of the economy, the deficiency of the organizational culture, the faultiness of the legal system, and the inadequate political support, but also caused by the charity organizations themselves which mainly show on the character of the externality of the organizations of Hunan charity organizations.This thesis analyses the circumstance and the current state of Hunan charity organizations and analyses the existed problems and reasons of Hunan Charity Organizations through expatiating the connotation and the necessity of the developing of the Hunan charity organizations, and the thesis points out the particular character of the externality in the developing of Hunan charity organization is the irrational countermeasure which is subjected to the exterior environment in the first stage of the developing by using the theory and method of managing. Along with the development of the economical society and the organizations themselves, the abuses of the pattern of the organization app'ear increasingly. The new pattern of "leading by government, practicing by non-governmental organizations, participating by the society and scientific managing" should be adopted as the tendency of developing of Hunan charity organization. Meanwhile, on the aspects of the society, government, market and the organization itself, the thesis brings forward that the developing of Hunan charity organization need to rely on the cultivating the consciousness of social charity, building up the market conception, widening the donation channels, making policies and legal rules and strengthening the construction of the organizational ability and the honesty and self-rule.
