The impact of the village cadres'behavior to the development of rural economy is as following: possessing a large number of social capitals can mobilize additional resources of the community and lead the villagers to prosperity; using the advantages of its production and management can guide the development of the villagers sideline, integrate villages resources to achieving economies of scale in production and guide the villagers into developing their economic in their familiar industry; making use of oneself authority can cultivate collectivism spirit of the village. Playing management function of village can improve the economic environment,promote transfering of labor, raise the villager's income.In the field of cultural construction in rural areas, the village cadres make different acts based on different types of rural culture. Cultural activities in rural areas can be divided into four types, namely, the traditional public cultural activities, traditional cultural activities of the individual, modern public cultural activities, and modern cultural activities of individuals.In the pursuit of their own economic and social benefits, the village cadres actively promote the traditional public cultural activities, and even has appear "rejuvenation" of the traditional culture. Because modern public cultural activities are funded by the Government at a large-scale, for the self-interest, the village cadres can be positive action or be ignored. For the traditional cultural activities of individuals and modern cultural activities of the individual, no profit makes them take their course. Because of the acquaintance competition between each other, general modern cultural activities make the better development. Without anybody to care, traditional cultural activities of the individuals gradually decline. Under the situation of ensuring the village cadre benefit not be affected, the standardized management of the village cadres is to adopt the various measures to restrict the village cadre behavior, mobilize their enthusiasm, play the effects of the village cadres in the village construction, in order to be service better for the new socialist construction in rural areas. Through the above comment, the basic ideas of standardizing the village cadres'behavior are: First of all, from improving their own ability, widen channels for selecting cadres, strengthen training, optimize the structure of the village cadres and change the functions of the role of the village cadres, train consciousness of service. Secondly, establish the effective incentive mechanism, through improving assessment index system of the village cadres, standardizing the management approaches, improving their economic treatment, defending the authority of them and so on. Finally, through developing the non-government organizations ,the village cadres'behavior could be supervised and restrainted ,then , play the positive role.
