Discussion On The Construction Of Harmonious Society In Rural Areas From The Perspective Of The Peasant's Appeals For Help

It's a major historical task for Communist Party and all Chinese people to build a socialist harmonious society in the new era. It's also the inevitable choice of historical development since our country reformed and opened up. It must will extremely mobilize hundreds of millions of peasants'productive activity, improve and raise the majority of peasants'Living and producing levels, promote society's long period of peace and order, further promote our country's economic and social sustainable development.The most important and difficult things to build a socialist harmonious society are in rural areas. Our countryside has vast region, but poor economic base and a large population. So building a harmonious society in rural areas has its decisive effect. Just as Dengxiaoping said:"from the China's reality, we should deal with the rural issues first. There are 80% population living in rural areas. China's stability depends on stability of these 80% in the first. Although cities are beautiful, it is cannot accepted without such a foundation of stability in rural areas."Therefore, it is the most important for the construction of the harmonious society to pay attention to"three rural issues"and resolutions of all kinds of social contradictions in rural areas. How to accurately grasp the various social contradictions in rural areas, and solve them in time is an urgent problem needs to be solved for the construction of a harmonious society. Petition is a bridge between Party committee and government and the people. It also is an important channel for the people to reflect social conditions and public opinion to the Party committees and governments. To a large extent, the number of Petition and the nature of the problem reflect the state of social stability. With rural conditions,it can realistically reflect the situation in rural areas and be better to grasp the nature of the problem, then promote the solution of the problem that we observe rural society through the peasant's appeals for help. Therefore, this paper begins from the peasant's appeals for help, closely links to current reality, chooses typical case to discuss the present conditions of social stability in rural areas, analyzes the deep-seated reasons of the peasant's appeals for help, and also offers some concrete and feasible countermeasures to solve the current peasant's appeals for help and some far-sighted principles to build a harmonious society in rural. It has some practical significance for building a socialist harmonious society and Building a new socialist countryside and achieving the goal of building a well-off society comprehensively.This paper mainly consists of four parts to expand the discussion.The first section mainly investigates the general condition of Xuchang County's peasant's appeals for help since the tax reform was implemented. At first, it preliminarily describes the general situation and trend of the peasant's appeals for help. Then it analyzes the people who make up the group, the characteristics of organizers and the objections and motives of peasants' collective appeals for help. Next it analyzes the individual peasant of appeal for help with reference to their economic situation, traditional politics influences and personality inclinations. At last, it will describe how the township cadres and Petition cadres view the phenomenon of peasant's appeals for help and what think about dealing with these concerns.The second section selects three typical cases and begins a primary analysis and derives the principle specific and direct reasons for peasant's appeals for help and the complex trend of dealing with these issues. The cases selected for this section mainly deal with issues involving the attitudes of village officials as well problems involving finance and contracted land. This section will carry out a details analysis of these three aspects of the cases and begin to discuss how they reflect various contradictions, and the appearance of trends involving illegal activity.The third section is a deep perspective of the peasant's appeals for help. This will be carried out through in-depth analysis by looking at an even wider background, and broader field, on a much deeper level in order to grasp the reason of this phenomenon. At present the deep-seated causes of the peasant's appeals for help include: an inevitable result of the economic and social development this period in rural areas; the double impact of modern democratic consciousness and traditional politics culture; lack of the institutions of interest expression for peasants; asymmetric functions and responsibilities of the grass-roots government; the lack of the peasant's legal awareness and the problem in the administration of justice.The fourth section is the main section of this paper. It discusses how to do a good job of dealing with the peasant's appeals for help, how to maintain social stability in rural areas and how to build a socialist harmonious society in rural areas from a more fundamental more long-term perspective involving basis, system and mechanism. This section mainly discusses two aspects. The first part is the specific measures to carry out current Petition work. And it includes: the extreme importance of the work of peasant's appeals for help must be fully understood, the problems must be dealt appropriately and the contractions must be resolved in time, we should administrate according to law and strengthen the supervision and restriction of the village cadres. The main part discusses how to strengthen the basis and build long-term mechanism for building a harmonious society in rural areas. It mainly includes: we should construct a smooth system for the expression of the interests of peasants in order to understand the voice and public opinion of the peasants timely, we should construct a system to coordinate interests and settle disputes and resolve contradictions in the bud, we should strengthen education about the system of law in order to guide peasants to express interest demands in a lawful manner, we should strengthen the building of grassroots Party organizations in rural areas in order to improve their ability to build a harmonious society constantly, we should make a major effort to develop the rural economy and economic means to resolve the contradictions and problems, we should further the promotion of the building of democratic politics in rural and orderly participation in political affairs of peasants. If we say the first part is discussing how to maintain stability, the second part is a discussion of long–term methods for creating a harmonious society.
