Government organizations are the carrier of the management system and operational mechanism, while the agencies'personnel posts are the execution of government's function and the material basis for operating of bodies and the guarantee of realizing the objectives of government management. The staff adjustment of governmental organization illustrates the reform of the internal management model, management structure, and organization of government agencies; it also demonstrates the rational and effective allocation of human resources. Staff adjustment to local government agencies is an important part of Chinese local government reformation. The staff adjustment of county-level local government bodies is an important part of Chinese local government preparation, which not only relates to the degree of achievement of the local government's reforming objectives, but also the success or failure of function changes in local government and reforms of institution.This paper intercepts the path of staff adjustment to county-level local government agencies, taking the Wujiang city (Suzhou) as the case. With the help of theoretical analysis and empirical research, this paper recalls the history of the staff adjustment of China's local government, especially county-level local government after PRC's setting up, analyses the possible impacts on the preparation of settings of local government agencies, demonstrates the theory and practice on which local government bodies'adjustment is based, pays attention to the value of the staff adjustment of local government bodies, and seeks for the scientific rational adjustment channel of China's county-level local government agencies. Moreover, this paper tries to describe the Statue quo of preparation of China's county-level local government bodies, point out the problems, and explore scientific and reasonable methods and modalities for the restructuring of China's local government and institutions.This paper also discusses the relations between the staff adjustment of County-level local government and other concepts. First, it shows the relations between the preparation of agencies and governmental functions. On the basis of this, this paper reveals the relationship between the staff adjustment of local government institutions and institutional reform. Meanwhile, it aims to explore the best staffing of the corresponding government agencies in accordance with its function, and eventually helps to realize the government performance.
