The Study Of Local Government "Soft" Capability-building

In contemporary, the Government's capability has become a country or a region's core competition. China is in the key transformation period from a traditional agricultural society to a modern industrial society. The growing social risks have become great challenges for local government management. To deal with all kinds of risks, it is very important to enhance the capabilities of local government. Local government"soft"capabilities become weak. Therefore, this paper focuses on the study of local government "soft" capacity-building. This not only has theoretical significance for deepening the study of the Government's capability, but also has practical significance for building a socialist harmonious society and pushing forward the reform of the local government.This paper comprehensively analize local government "soft" capacity-building on the basis of the theory of government capability from the perspective of social risk. The core capabilities in the system of local government soft capability include five aspects: Public service capacity, Cultural development capability, Integration interests capability, Crisis management capacity and Social policy capacity. Firstly, the paper analyzes the history and current situation of local government capacity and demonstrates the necessity of strengthening local government "soft" capacity-building, Secondly, it analyzes local government capabilities of the United States, Germany and other developed countries, and concludes some advanced experience of local government capacity-building abroad. Then taking Suzhou as an example, this paper, mainly from Public service capacity, Cultural development capability, Integration interests capability, Crisis management capacity and Social policy capacity five aspects, discusses some useful and practical experience of government "soft" capacity-building practices in recent years. Finally, this paper on the basis of advanced experience of local government capacity-building abroad and practical experience of Suzhou government "soft" capacity-building suggests some methods of improving the local government system "soft" capacity: First, optimizing the structure of expenditures of public finances strengthens Public service capacity; Second, constructing public cultural service system improves Cultural development capability; Third, constructing the multiple interests coordination mechanism strengthens Integration interests capability; Fourth, improving crisis management system strengthens Crisis management capacity; Fifth, improving social policies system strengthens Social policy capacity.
