On the basis of Comparison of the application of fine penalty in several countries,after discussing on the application scope, ways and ensurement of china's fine penalty,this essay propose a ideas to solve it by expanding the scope and adjusting the way of application of fine penalty, by Strengthening the justice organs coordination and establishing a property survey and preservation system, by perfecting mandatory payment system and increasing the execution prescription system, by establishing the exchange system of fine penalty.
