At present, the key topic of studies of international law lies at human rights which attracts the focus of the nation, meanwhile freedom of expression can be treated as more important of all. Freedom of expression can be viewed as"primary right"or"first right"of the citizens with the sphere of academic theories of law in west. Other rights of freedom have an orientation from this as well as the conditions supplying for. It is a pity that this year is already the time when our country signed"International Covenant on Civil and Political Rights"(ICCPR) of the tenth year, though our government and some senior officers for many times declared the approval which will be lifted and examined for. However it even not came to the procession of discussion by the congress.Even though, our research for freedom of expression emphasis on the level of constitutional government concept, in the meantime, with the vision of constitutional government concept, it still humbles to the interpretation of principles of law and hardly attachs great importance to the implement of the freedom of expression as well as the practice in and abroad. This text namely tries to study the key concept of the ICCPR at first, then combines a concrete fulfillment case at the time of clarifying the concepts, combs the files and makes a contrary analysis within different cultures and countries. It aims to create a further research to the Article 19 of ICCPR with an angle of the implement and limitation of the right of freedom of expression.
