The Integration And Innovation Of Non-govermental Organization In Public Governance Perspective

Public governance is the process that multiple governance bodies take a collaborative part in the management of social and public affairs so as to promote the maximization of the public interest, and also is a cooperative management in the public life that the government and the civil society take. In the spirit of contemporary governance, the government and non-governmental organizations will no longer be exclusivist monopoly, nor is involved outsider, but sincere partner. This kind of cooperative government' s pattern will create a new type of relationship between political sate and civil society, and also is advantageous in realization of public interest maximization.As the importance parts of citizen society and subjects of governance, non-governmental organizations have the enormous potential and make it possible to solve the failure of market and government. They play an increasingly important role in management of national and social public affairs. However, non-governmental organizations by no meants multi-purpose, will malfunction. There are performance in several aspects , for example, the limited ability , relatively low efficiency, deviating from the trend of social welfare purpose, sometimes engaging in illegal activities and so on. There are many reasons for the failure, such as in system' s reason, in the policy reason, the idea reason as well as non-governments own reason. China's non-governmental organizations depend on the development of the government, society and their own efforts.Therefore, from the perspective of public governance, the purpose of this thesis is to analyze the dominant position of public governance of non-governmental organizations in the specially historical period of transition; to explore the non-governmental organization' s important role as well as their failure in the social economic development. Meanwhile, the author presents some feasible policy and projects for how to prevent non-governmental organizations failure and how to make non-governmental organizations perform their due function. On the one hand, through the integration and management of non-governmental organizations, the government should promote non-governmental organization to move towards cooperating with it from top to bottom; on the other hand, non-governmental organization should even be promoted from bottom to top, and innovate their internal management structure, strengthen their capacity to participate in public management.
