Study On Positioning Of Government In Concession Operation Of Municipal Utilities

With the rapid development of china's municipal utilities(MU), the lack of funds for construction and simplex way of developing constrain the development of MU in a certain extant. Therefore, exploring new ways of developing MU are imperative, in which Concession operation is an effective method and developing rapidly.This dissertation takes the concession operation of municipal utility as an object of study. Based on reviewing the related theories concerning the concession operation of municipal utility, it probes into the relationship between the government and the enterprises in concession operation of MU and puts forward the multi-angle evaluation criteria by means of theoretical analysis and case study. Based on the discussion, it further elaborates the government role in the concession operation of MU, the responsibilities and the existing problems through the analysis of three cases of Xuzhou Sanba River Sewage Treatment Plant, public transportation reform in Wuxi and Sichuan Tuojiang River Bridge.This dissertation argues from regulating franchising authority, regulating the products and services of enterprises, supporting enterprises' development to safeguarding interests of consumers, the Government has an unshrikable responsibility and plays an important role. The author believes that it is reasonable to scale if concession operation works by four dimensions: burdens government reduced, proceeds of municipal, corporate profits, satisfaction of citizens in order to judge if positioning of government is right. It also could be seen that the government's role lies not only before granting franchises, but also after it. It will never be just sold. To sum it up, government should play good roles as concession operation's planner regulations, collaborators and coordinator.
