Study On The Construction Of Public-service Oriented Government

For the thirty years since the reformation and opening-up, government has executed innovation type self-reformation according to the social public demands and development. It is an irrevocable problem to be resolved in our country's political development on how to further construct a public-service government, which can satisfy our people's public demands.The local government at county level takes extremely important consequence in our country's public administration system, and it is also a middle and fundamental link of a county's public administration, thus it would be crucial to the groundwork of the country for its success in the transformation. So the study is instructive at both theoretical and practical levels.Based on the review of related literatures home and abroad, this thesis analyzes the connotation, theory foundation, basic characteristics and values of the construction of Public-service Oriented Government. By the study on county Yiwu in Zhejiang province as a case for its comparatively high level region economic development, harmonious social welfare development, active government policy innovation, and clear government function transformation, this thesis carried a empirical survey on the practice of its construction of Public-service Oriented Government from three dimensions as governance ideal, institution reformation, and social welfare. The thesis digs up the current main problems in the construction of Public-service Oriented Government via the Yiwu case as the indifferent consciousness of service governance of government, unclear orientation of government function, comparatively lower level of public products and services, rigid public service system, and humdrum public service mode. Moreover, this thesis puts forward some suggestions for the construction of Public-service Oriented Government as: The people oriented service ideal should be established; the government function should be further re-oriented; the re-construction, strengthening, weakening and transforming of government functions should be implemented; the level of supply public products and services should be greatly enhanced; the marketization and socialization of public service should be implemented etc.
