The Discussion Of Joint-stock Cooperative System Which Used In Rainwater-harvesting Enterprise Legal Regime

Rainwater-harvesting in today's society (especially in drought area) has been more and more concerned and utilized, the basic technology an the project has been already in advanced stages, in market economy, the key issue of the rainwater harvesting and utilization is how to put the technology into the market, and rely on market forces to achieve the optimal allocation of water resources. I believe that firstly we should consider the form of enterprises to operate. yet the organizational form of the modern enterprise multiple diversity, which form can really suitable for the reality of the western rural rainwater harvesting?With the development of the whole people enterprises, foreign-funded enterprises, private enterprises and individual enterprises successive legislation, these enterprises are largely in the organizational to form a unified views with Chinese characteristics, collective economic organizations is a more vague corporate forms of organization, the joint-stock cooperative enterprises which is from collective economic organizations is lack of adequate unified theory and empirical data. At present, research in the field is more concentrated in rural land and the cooperation of SMEs equity shares on the issue of reform. As one of the western rural livelihood, rainwater harvesting and use of the applicability of the kind of organizational form is less discussed. Based on the reformation and challenge to choose the shares of rainwater harvesting for the western region to produce the legal forms of organization, the organizational form and the characteristics of significance, problems and improvement measures are discussed.In this paper, I introduced an overview of rainwater harvesting and utilization projects, and explained the role of this project ,then, the problems how to put water to the market will be discussed ,what's more, the theoretical basis for specific practice will be followed from the main enterprise systems as a starting point, respectively introduced the main form of comparison, between them on the advantages and disadvantages as well as the introduction of joint-stock cooperative enterprises, and the connotation of the enterprise system, the historic changes, the legislative situation, characteristics, organizational patterns, and other aspects detailed exposition of the enterprise system. The last is based on improving the use of rainwater harvesting system works shareholding cooperative measures to propose a view to promoting rainwater harvesting and utilization of the joint-stock cooperative system works and provide some useful thinking.
