At present, all the governments in the world have generally attached great importance to the issue of training for civil servants. And its development level has become an important indicator of national competitiveness. From the current situation of China's development, how to effectively measure training effectiveness and improve the quality of training has become the biggest problem of training for civil servants. Therefore, this paper studied the issue from the standpoint of assessment of human resources training, taking the Civil Service Training of Xinjiang as an example, and putting theory into practice, with the hope that it could make a try and quest for the resolution of this issue.This paper began with the relevant concepts, principles and processes of Civil Service Training and assessment, which lay a theoretical foundation of our study. Then it introduced the achievements that the Xinjiang Civil Service Training and assessment has achieved. That is to say, Xinjiang has basically established the legal framework, clarified the main part, and formed goals and principles of the Civil Service Training and assessment. Secondly, it introduced the existing problems of the Xinjiang Civil Service Training and assessment through the analysis of the existing mechanisms. Thirdly, it summarized the practice of training for civil servants and assessment in the advanced western countries, which provided experience and lessons for the establishment of evaluation system in China. Finally, from the three levels of concepts, systems, and operation, it discussed the measures to improve the Civil Service Training and the assessment in Xinjiang. The main conclusions are: 1. Great attention should be paid to the importance of training and assessment; 2. The legal protection mechanisms and incentive mechanisms of the Civil Service Training and the assessment should be established and improved; 3. The Xinjiang Civil Service Training and Evaluation Index System should be established; 4. The market-oriented operation of the Xinjiang Civil Service Training assessment should be implemented, and the processes should be standardized.
