The Research On Administrative Cost Of "S" Town

Administrative cost is an important topic which has significant practical means in the field of administration study. Since the 1980s, the issue of administrative cost has appealed general concern of all countries in the world. Reducing administrative cost has one of the main driving force of worldwide administrative reform, which is also the major issues that our government faced and must be resolved. "reduce administrative cost", "deepening administrative reform" and "promoting political construction and political reform" are important content in the 16th National Party Congress report, which is a sign that China's government is urgent to reduce administrative cost. However, town governments is the most grass-roots level in China's administrative system, they are the tentacles and cornerstone in the system of government agencies, their work performance and work style have direct impact on the Party and the country's image. But for a long time, China's town government's administrative cost is large in scale, not standardized and have high cost, which seriously affected the town's economic development. Therefore, the research on the town government's administrative cost and the ideas and methods of saving costs and improving efficiency is necessary, which can help improve the town government's financial position, improve the administrative efficiency of the town government, reduce the burden of people, increase social welfare, besides, it also have great significance in building a socialist new countryside and a harmonious society.Starting form the basic content of administrative cost, this paper analyzes the types, evaluation indicators and influencing factors of administrative cost. Through the horizontal comparison of the total administrative cost from 2002 to 2006 in town S in Anhui province, and the longitudinal comparative study of the total administrative cost, public goods supply cost rate in M town in Zhe Jiang province, the conclusion that S town is relatively high in administrative cost and its specific performance is reached. Then, on the basis of data analysis, the reasons why S town have relatively high administrative cost have been analyze. Finally, as for the existing problems, the paper puts forward the specific countermeasures of controlling the administrative cost in S town government.
