Research On The Service-oriented Government Responsibility

After the 1980s, with the economic and social development of Western countries ,the public set higher and newer requests in two areas of public goods and public services, which means that the government not only manages the social public affairs,but also provides more and more superior services. Under this kind of background, the western countries have actively constructed the high tide, service-oriented government, in both the practice process and the theory innovation aspect, they have obtained great achievement.In globalization today, our country service government's construction appears extremely urgent. After joining the World Trade Organization, the Chinese economy's greeting the international competition, and this is the external factor which we construct the service government for; To meet China's social modernization and social development, improve the socialist market economic system and construct a socialist harmonious society, we need to transform government function , which is the internal cause in constrcting our service government. Under such circumstances, from our central and local governments' constructing service-oriented government practices and by learning from the new public service management concept in the West, we propose constrcting service-oriented government's positions.In today's China, the constructing of public service government has become the irresistible trend of the times, and especially how to better promote the building of service-oriented government has become the focus of social attention. However, there are some issues in the current constructing of service-oriented government, for exmple China's economy continues to soar for a long time, and the GNP has been in the fore front in the world .but the government provision of public services overall standard has not been greatly improved. Moreover, another problem is that, at present ,China's development of public services is uneven: Firstly, there are apparent gaps between the developed coastal regions and the inland areas. The standards and quality of public service in the eastern regions are higher than in the central and western regions; secondly, the public service differences between the city and countryside are remarkable. In the countryside area our government's public service vacancy is specially serious, which has caused many socialproblems; Thirdly, for the low income community's public service demand, the government urgently strengthen to meet their need..At first, to these problems, on the basis of the practices of China's economic and social developments , The writer establishes core values about China's service-oriented government—"serving the people." From the perspective of the traditional culture of "serving the people" ,we research value source of the core value. And then ,on the basis of the reality of China's political background, and drawing from the development of public service values in Western countries, we think that "serving the people" has four elements: human rights, justice, public proprietors and equality.Besides, in order to solve our public service responsibility of the government, by learning the experience of public service from the Western developed nations, I analyze the situation and condition of public service in our country , On which, I point out that China's public service faces three major problems: first, during social transition period, the government's functions should be converted; Second, the government's public service function is weak, especially the absence of basic public services; Third, the inequity is very obvious in public service fields.Finally, the present paper analyzes our country's main ethical barriers to realize the service government responsibility, including our country traditional culture, the administrative system, the social environment . In order to safeguard the realization of the service government responsibility, the paper carries on the analysis and the ponder from two aspects: the internal control and the external control. The internal control is mainly to strengthen official's public ethics education,and external control is mainly about "ethics legislation" to create a good social environment, the establishment of specialized government administrative ethics, and to strengthen and improve the relevant system and so on.
