"Intractable civil execution" is inevitable, because of the social change and transformation of the system. So called "intractable civil execution" is a phenomenon in the course of the civil execution which is able to be executed, but because of some barriers, finally can't be executed. Factually speaking, the lack of law faith is the fundamental reason . Law has lost its' authority, so people frequently violate the civil execution law, especially the losing party. To the point of this reason, Improving people's law faith is the most important way to solve this problem. But of course it need long time. Because of the lack of law faith and the system of prevention and punishment, the law is easily to be violated, the consequence is the intractable civil execution. So a pattern is needed, in which the fundamental way to solve the problem of intractable civil execution is fostering law faith, then establish the system of prevention and punishment as its' two wings, and the power system of checks and balances as its' supplementary way.
