The capability of public service is the systematic integration of public service consciousness, public service attitude, public service skill and the method of public service. Township officials are the leading force to provide rural public service. Under the background of building the new countryside and constructing the serving type government, it is the inevitable requirement to build a township officials'team with high service quality and strong service ability for strengthening township government's public service function and advancing the development of rural utility. But at present, the situation of township officials'public service ability allows of no optimism: On one hand, service consciousness and aim idea are desalinized. A part of public servants who ought to be"serving the people", evolve into the power stratum of"fighting for the profit with the people". On the other hand, service skill wears out and service method lags behind. It lead to the township public service differs from peasants' current demand greatly. Trace it to its cause, the township incentive measures are backward, for example, the treatment level is on the low side; the chances of promotion are slim; the citing and rewarding enforce inefficiently; and the capability develop uncompletely etc, which make township officials'proper demands such as the material, promotion, social status, self-actualization unable to satisfy. Consequently, township officials lack the enthusiasm of serving the masses and the sense of duty of promoting public service ability. The incentive mechanism of designing scientifically and operating coordinately is the important means to promote the township officials'public service ability. It not only can meet the material benefits demand of the township officials, can lead and develop it into the more advanced needs even more. So it can stimulate officials to strengthen service consciousness, foster the service skill, improve the method of service and improve service quality consciously. Therefore, this text directs against the deficiency of township officials and the defect of incentive mechanism at present, and regards promoting the township officials'public service ability as the goal. The text attempts from improve salary, promote, honor, development four incentive mechanism that closely related with meeting official'needs at many levels, to probe the basic countermeasure of perfecting the incentive mechanism for enhancing the township officials'capability of public service.
