Brief Discussion On The Enterprise-like Government Operation In Administrative Reform

During current times when the speed of social change is substantially increased, the administrative reform should be a systematic reform of administrative system, and the way for such reform is the innovation of administrative system, which needs to seek referenced pattern of administrative reform out of established systems. The administrative reform initiated in 1980's helped to produce a new theory, i.e. new public administration, with an intention to change governmental behaviors. Enterprise-like government operation is one of the western theories on administrative reform. Compared with government, an enterprise is more energetic and efficient in terms of operation and management. Therefore, enterprise-like government operation is a new approach for reform and innovation of administrative system deserved for further discussion.With the development trend of global integration, actual and critical issues to be faced by Chinese people include how to exert government's efforts in improving our socialist market economy, how can government manage public affairs by using market method to improve quality and efficiency of public administrative services and achieve modernization of public administrative management. Under the new situation, these theories of remolding government, introducing "entrepreneur spirit" and using enterprise-like government operation, as well as strengthening service awareness, market-orientation awareness, cost effective awareness, etc. will be significant for enhancing government reform and capacity building, improving administrative level and efficiency, and promoting national administrative reform.The following methods are adopted in this article, such as literature search, demonstration, comparison with relevant theories, etc. Descriptions are given for enterprise-like government operation in a moderate way. The possibility of such operation in our administrative reform is illustrated by analyzing government innovations in western countries and objective necessity of enterprise-like government operation. It also analyzed the orientation of such operation in our administrative reform.Enterprise-like government operation in a moderate way involves in administrative concept, organizational structure, operational mode and personnel system. Based on the energy and performance shown in the market economy by business and management system of enterprises, this article introduced ideas and methods regarding modern enterprise system and scientific management into our administrative system reform. It also explained the effect of such operation in the administrative reform.At the end, this article gave a conclusion, illustrated several considerations of such operation and summarized main points and prospects.
