The Research Of Government Information Publicity System

The country which establishes the law of government information publicity is Sweden. The law was established in 1766. In this law the press have the right of reshiping the document. A long with the people kowning the right to know, especially after the world war 2, many country in world legislated the law of government information publicity.In these laws, the most typical law is the law of infornmationg freedom which is legislated by the USA in 1966. According to statistics,up to the year of 2002, there were 50 countries legislating the law of government information publicity.The sovereighnty of people is a principle of our constitution. The sovereighnty requires the government information publicity. A long with the reform and opening-up, our country use the government information as a way of ensuring the people's right. Especially after SARS,our country legislates the process of the law with a high speed. Many provinces drawed up the law which is fit to their region.In these laws the emblamatical are two laws, one is legislated by Guangzhou, the other is legislated by Shanghai. The local laws supply a lot of experiences. According to statistics,up to the year of 2004, there are 20 provinces legislating the law of government information publicity. In such a case, we must draw up a law of government information publicity which can be applicable in our country-side. At the 17^th , January, 2007, the 165^th meeting of state department, the state department get through the law of government information publicity. The legislation will be carried out at the 1^st, May, 2008.The 1^st part expounds the summarize, the foundation and the meaning of the government information publicity. This part makes a supportment to the else parts.The 2^nd part introduces the laws which are legislated by abroad countries. It also introduce our country's government information publicity system. I choose the laws which are legislated by Swedon, the USA and Japan. I also list the laws, the administrative rules, the department rules and the government rules which embody the government information publicity. These laws can give us a lot of experiences to our government information publicity system. The 3^rd part compares the abroad to the internal of the government information publicity system. It analysises the differences in scope, the procedures, the control and the remendy of the government information publicity system. In order to coummated our government information publicity system.The 4^th part points out the features and the weak points of our government information publicity system. On account of the weak point, I raise the views and the advices to improve our government information publicity system.
