The Exploration And Research Of Policy Network Theory Under The Dimension Of Governance

Since1970s', with the unceasing development of Policy Science and the transformation of environment in social public governance, the traditional policy theories haven't met the demand of theoretical and practical advance. Therefore, a new kind of theory—Policy Network Theory has come out for this situation. It not only made up the defects of the traditional policy theories when analyzing policies, but also provided a new and developing governance pattern. To some extent, Policy Network Theory widens the new view for society governance. The research object is Policy Network Theory, and the focal point is inquiring into Policy Network on the base of governance dimension in this thesis. So this thesis has two purposes that one is making the people understand this new theory clearly through putting it in good order, another one is researching Policy Network as a kind of governance pattern and exploring the policy network's moving and upholding in the society governance. It also provides some beneficial enlightenment for China's public policy or public management.As a kind of new governance model, Policy Network has the strong practical significance for social governance. It can make up the two traditional governance models' shortcomings, including Bureaucracy System and Marketing System. And It coordinate the benefit conflict well between state and society, government and marketing as well as government and citizen. Therefore, this thesis has daring exploration for policy network's exterior moving system and interior safeguarding by itself except for elaborating Policy Network Theory.The thesis has six chapters that exploring and researching Policy Network Theory from superficiality to deep, moving forward successively. Chapter one is preface, the author introduced the thesis' basic framework, and its purpose is making people understand the theory initially. Chapter two explains the background and development process of Policy Network Theory, and explores the pre-theories that supported the development of policy network. In addition, this chapter also introduces the school of Policy Network Theory that the scholars made. These statements build the basic theoretical fundamental for analyzing the policy network in the dimension of governance. Chapter three's context is the organization of the basic knowledge in Policy Network Theory, emphasizing the analysis of the concept and type. Chapter four argues with the reflection of the ruling theory and three kinds of ruling modes. Then it analyzes the modes of the network and at last puts forward the ruling strategy. Chapter five is the development and improvement of the latter chapter. In this chapter, the author focus on analyzing the extra-function of the system is the ruling in society while its intro-function is to maintain the main block of the network in order to exist and development. Chapter six evaluates the network greatly on the aspects of its advantage and limitation. The contacting with our country's practice, it reveals its inspiration bringing to us in improving the public management for our government.
