Research On Renewal Of Government

Administrative License Law took effect on July 1st, 2004 in People's Republic of China.It is the first Administrative License Law that is promulgated as the single implemented law not only in our country but also in the world.In this law,there are many great breakthroughs that have achieved significant influence. Administrative License Law is the experience summary of legal construction over enforced so that it is regarded as a milestone of political civilization construction in our country.It contains various new ideas of government, such as legal system,service,honest and transparent government,etc.The implementation of Administrative License Law is advantageous in changing the traditional ministrative concept and thinking mode.Especially , it is fit for constructing the idea of contemporany administration that can promote the socialist market economical system.This law contributes greatly to the process of administrating according to law and service,and it will bring a revolution for the renewal of the idea of government.Apart from Introduction and Conclusion,this article contains three parts:The first part of the paper is about that the implementation of Administrative License Law requires the idea of government should be renewed.Both the nature and the legislative spirit of Administrative License Law require that idea of government be renewed.In addition, Administrative License Law itself is a summary of the recent renewal of the idea of government.In the second part, the paper annotates the renewal of the idea of government according to Administrative License Law.The related principles in Administrative License Law explain the concept of renewal in the following aspects:from government ruled by men to government ruled of law in administrative mode, from uncanny government to open government in programming, from administrative government to service government in value orientation and the honest and trusting government should be set up in ethic orientation.The last part of the paper focuses on the perfection of related principles and guarantees about the renewal of the idea of government.It consists of changing the government's administrative functions,renewing the administrative bodies'ideas in enforcing law,promoting administrative and supervising system,establishing the responsibility and accountability system,keeping the achievements and making them renewed continuously.
