The Construction Of Public Service-Oriented Government Under The Concept Of Harmonious Society

In this paper, at foundation on the construction of a harmonious society, Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory, "Three Represents", the spirit of the 17th's report and the guidance of the scientific development concept, combining political science, the study of public management, public ethics, and other related disciplines knowledge ,it is discussed to build public service-oriented government. In this paper, it is suggested to transform government functions, to establish the concept of public service, to evaluate the performance of the implementation of government, and to put forward e-government .The paper focus on the following four aspects:The first part: From the analysis of "public service-oriented government" concept, focusing building a harmonious society, to prominent the core functions of government, the constituent elements and the basic characteristics of the public service-oriented government are briefly described.The second part: The necessity of building the public service-oriented government is that the transformation of government functions is the key of building a harmonious society, is the practice of the party's "wholeheartedly serve the people "fundamental purpose of the request ,is to implement the scientific concept of development, and is to deal with contemporary economic globalization and the need to reform the international administration.The third part: It is discussed the status quo and existing problems of building public service-oriented government in the process of building harmonious society in China. The goal of building Public service-oriented government including the responsibility of government, People-oriented,limited government, administration according to law, transparent government, attention to efficiency. And the Government of China should follow the basic principles: to promote comprehensive development and regulating social balance, and promote social integration, and maintaining social stability.The fourth part: in the process of building harmonious society in China ,a public service-oriented government response: a public service mission to reposition the functions of the government, improve the public finance system, adhere to the people-centered, strengthen the government's self-building and improve basic public service system, and insist administration according to law, the strengthening of public administration ethics building, establish and improve government performance evaluation system, the building of e-government.
