China's Constitution stipulates, "All powers of the PRC belong to the people. The organs that the people exercise the nation's power are the National People's Congress and Local People's Congress of every range. According to the law, the people exercise their power through various channels and forms in the management of nation's affairs, economic and cultural undertakings and social affairs."Therefore, civil servants and officials of any levels are'public servants'which are authorized by the people to manage the nation's affairs. It shows that government staff should be responsible to the people, and their work should also be under the supervision of the people. Responsibility is the core of the administrative power. While the law authorizes the administrative department with the necessary power, we must prescribe the corresponding responsibilities and build the rigorous procedures to ensure it. So it can exercise the normalization and regulation of the power really. it also can ensure the combination of power and responsibility and reach the aim that"where there is power, there is responsibility, the use of the power must under supervision, the person breaking the law will be investigated, the man who infringes others should be fined to make compensation."In the political ecologic environment of our nation, from the "storm of administrative accountability" caused by SARS in 2003 to endless norms of accountability in Chongqing and Changsha, and then to the affirmation of the government work report, administrative accountability has undergone from "storm" to "system", the progression embodies a high level of efficiency, and the focus on the executive authorities and the public services is quite thought-provoking. Any system will must experience the process of gestating, shaping, developing and maturing, accordingly, in order to let the accountability system root in China, these are necessary: the clarity of its meaning, the multi-angle analysis of its contents, the normalization of its operation, the matching system and the construction of the ecological environment of the executive departments. Accompanied with the reform of the economic system, the reform of the administrative management system will be gradually incorporated into the agenda, building a resource-saving government has become the call of the times.This article, with the approach of normative analysis which is used to study the administrative accountability of our country, begins with the interpretation of the concept of administrative accountability and the definition of administrative accountability in the administrative practice and academics, tries to clarify the meaning of accountability, studies the cost and benefit of the administrative accountability initially and has some tries in the meaning and methods of the research on the administrative accountability with the approach of cost-benefit analysis theory. On this basis, this article analyses the current status of China's administrative accountability, points out the practical significance of the approach of the cost-benefit analysis, and analyses the reason of the problems, studies the effective way to perfect the system of the administrative accountability by using the cost-benefit analysis. I hope this paper could discover a new perspective of the research for the administrative accountability, and promote the reform of the administrative accountability system and develop the construction of resource-saving government in China.
