China has 5.2 million civil servants. High school graduates accounted for 37.9%, College graduates accounted for 44.8%, while these civil servants mainly concentrate in towns. Based on this fact, our government has increased the intensity of grass-roots training for civil servants. But the research for township grass-roots is still in the blank stage. Following the investigations and studies of training, the paper found that there are many serious problems affecting the effectiveness in the course of training, focusing in the following areas: lack of mechanisms for "training needs"; Training Scheme unscientific; Training structure is irrational; Lack of flexible training methods; Limited in teachers and institutions; Evaluation of training deficiencies and distortion; Blocked into practice. Through the analysis of training and theory, the paper sums up key factors: individual, organizational, project design, system. Finally, this paper analyses training needs of the township civil servant, curriculum design, training program, training organizations, migration and evaluation of the training effects from the perspective of process management. In the base of capacity, the study indicate that training objectives point to capacity, training methods focus on the ability, to enhance the effectiveness of training, and form a good township grass-roots civil servant training mechanisms and methods.
