U.S. arms sales to Taiwan reflect the relation of American military support for Taiwan, which is the important manifestation that America and Taiwan develop substantive relations with each other and is also the primary means that US rudely intervene Taiwan Affairs. The dissertation is composed of the preface, the main body, the epilogue and the appendix, in which the author tries to analyse the mutual relations between Strategic transformation and policy adjustment of U.S. arms sales to Taiwan and to explore the ways in which strategic transformation affects its foreign policy.The preface explains the research significance, the overview of domestic and foreign academic study on this issue and the writing methods.The main body of the dissertation contains four parts. The first part provides a detailed statement about the policy adjustment of U.S. arms sales to Taiwan. The policy of U.S. arms sales to Taiwan has gone through a complex process of change. US adjusted its policy of arms sales to Taiwan significantly before and after the end of the Cold War----from relative restraint to great upgrade and from keeping in the interests of Taiwan and stabilizing US-China relations to"utilizing Taiwan to contain China"and to maintaining the so-called balance of both sides of the Taiwan strait.The second part analyses U.S. global strategic transformation before and after the end of the Cold War. Because of the disintegration of the bipolar structure, the world developed toward the direction of "a superpower and several powers". Therefore U.S. global strategy transformed from containing the Soviet Union to building"the new world order"led by US with prosperous economy, democracy and security.The third part analyses U.S. Asia-Pacific strategy transformation before and after the end of the Cold War. Affected by the change of the world structure, the Asia-Pacific structure changed from a bipolar structure confronted each other by US and the Soviet Union to a competitive development of several powers. Thus U.S. Asia-Pacific strategy transformed correspondingly from"containment"strategy in which US, Japan and China allied to confront the Soviet Union to building a new Asia-Pacific order led by US with prosperity, democracy and stability in order to accommodate the new U.S. global strategy.The fourth part analyses the transformation of U.S. strategy in the Taiwan Strait before and after the end of the Cold War. With the situation in the Taiwan Strait from easement to tension, U.S. strategy in the Taiwan Strait transformed accordingly from"approaching China, being distant with Taiwan"and stabilizing the situation in the Taiwan Strait to"utilizing Taiwan to contain China"and creating a new order in the Taiwan Strait meeting US interests so as to serve the U.S. Asia-Pacific strategy.The conclusion of the dissertation is the following: The policy adjustment of U.S. arms sales to Taiwan not only was the embodiment of the tripartite interaction among US, China and Taiwan, but also was a result that U.S. strategic transformation had had a major impact on the policy adjustment of U.S. arms sales to Taiwan. In the process of the policy adjustment of U.S. arms sales to Taiwan, the global strategy had played an indirect and leading role; The Asia-Pacific strategy had been a middle bridge between the global strategy and U.S. strategy in the Taiwan Strait and had been a major guideline to make U.S. strategy in the Taiwan Strait; U.S. strategy in the Taiwan Strait had had a direct and concrete effect on the policy adjustment of U.S. arms sales to Taiwan. Consequently; while making policies on the Taiwan issue afterwards, we should pay more attention to U.S. world interests, Asia-Pacific interests and the interests in the Taiwan Strait, which can help us grasp more accurately U.S. strategic goals and directions of future actions in the world, the Asia-Pacific region and the Taiwan Strait and help us make more feasible policies that can promote to resolve the Taiwan issue, to push forward the great cause of reunification of the motherland and to create a more stable and harmonious environment for China's peaceful rise.
