In the administrative process of the country's public life, the implementation of the administrative compulsion is necessary ,and it makes an effective guarantee for achieving the Government's public services. The law authorizes the administrative compulsion existence and use, but the law also will be threatened if it is implemented improperly , which discovers the law's shortcomings.As ignorcing the ethical dimensionality in the process of the administration, it will surely result in the moral deficiency when executeing the administrative compulsion.To a large extent, many current problems in administrative compulsion are caused by the moral deficiency. Therefore, to make the power of the administrative compulsion be used legitimately, we need moral constraints. What the modern government pursues is a responsible government, and a responsible government should be unified by law and morality. While strengthening and improving the administration according to law, we should focus on improving the administrative law-executors' quality of moral responsibility, in order to cover the moral deficiency of the administrative enforcement, offer a fundamental guarantee for the legitimate purpose of its enforcement and the right exertion of its means, then to make the administrative compulsion's execution correspond to the morality. We must strengthen the moral building as executing the administrative compulsion, so as to make the ethical values ,such as fairness, justice, justice, and for the people, be deeply rooted in the hearts of administrative law-executors.
