Build The Index System Of Local Government Performance Evaluation Based On Science Development View

The government performance means that government's actual functions and effect in the promoting development of society,natural,economic and person.Development view is the rational knowledge about developing;the knowledge of government performance which imitates from development view is the measurement of government's effect in promoting development.Therefore,development view and the government performance are going hand in hand,development view stipulate the content and way of appraising the government performance,and people's knowledge of development decides the way people to know and evaluate government performance,and so development view is visual angle of observing government performance.The third Plenary Session of the 16th CPC Central Committee has brought forward the new development view,i.e."persist in taking person as first,to set up the all-round,harmony,sustainable development view,promoted economy society and the overall development of human being".It systematically suggested that "scientifically development view" and "correct performance view",and required that scientifically appraise government performance and study deeply the standardizing affection and guiding value of science development view to constructing the index system of government performance evaluation.Setting in the macroscopic background of currently economic and political reform in our country,and based on systematically analysis of science development view and as well as general theory of the local government performance evaluation index,the paper abstract out the guiding value of science development view to build local government performance evaluation index,by describing principles and methods of building index and applying links we perspective the concrete effect and objective law of science development view. Finally,we get in touch with theory and practice by empirical analyses,and put forward suggestion of constructing the scientific and rational index system of local government performance evaluation.The paper divides into 5 chapters,The first chapter:introduction; The second chapter:the theory of science development view and local government performance evaluation index system structures;The third chapter:constructing an index system of local government performance evaluation based on science development view; The forth chapter:an index system of Changsha government performance evaluation based on science development view;The fifth chapter:conclusions.The research intends to make a comparatively original exploration from several aspects as following:firstly,study the relationship between development view and government performance view unified method of history and logic,then get the conclusion that science development view is the value basis of constructing the index system of government performance evaluation,and outline the dialectical relationship between the two.Secondly,systematically discuses the basis principles,main trend and strategy guiding of constructing an index system of government performance evaluation based science development view,and introduce into "green GDP" index account system,and so to further the study on government performance evaluation index.Thirdly,based on the economic and social development conditions and fundamental methods of carrying out science development view of Changsha government where author worked,the paper presents a scientific index system of government performance evaluation,and provides a fairly good basis index system for appraising government performance rationally.
