Affiliated Supervisory Institution In Political Tutelage Stage

The national government of Nanjing implements the separation of the five branches system. The government is separated into five parts, including the executive, legislative, judicial, examination and Supervisory ministries. During Political tutelage stage, Supervisory Ministry has control power including impeaching, auditing, investigating, correcting, proposing, examination supervising and approving. The Affiliated Supervisory Institution is affiliated to Supervisory Ministry in the government, situating in local places and being used as the offices for censors. There are times when the whole country was divided into several districts in Chinese ancient times. Censors were sent to supervise those districts respectively via circuit or accredited way. The local Supervisory Institution of government of Nanjing is such an organization which supervises local places in a similar way.The country was divided into fourteen districts according to the supervisory district planning and the general outline of supervision in Feb. 22, 1933 after the Supervisory Ministry of The national government of Nanjing established. Requested by minister of supervision, national government appoints Supervision commissioners as Supervision ambassadors to take responsibility for supervising different supervisory districts.Affiliated Supervisory Institution is an immediate subordinate to Supervisory Ministry and its chief officer, Supervision ambassador is an inferior officer to minister of supervision. Supervision ambassadors have the right and bear responsibility for reporting to Supervisory Ministry about establishment situation of government offices, about behavior of civil servants, and about injustice and pain suffered from by people in the districts which they in charge of. And they should pay much attention to improvement of all those problems.Author claims that Affiliated Supervisory Institution of national government of Nanjing is helpful to a certain extent. For example, it accelerated the pace of supervisory legislation. However, the reality is that its effect is not satisfying, although laws interrelate to local supervision is sort of excellent and the Supervisory Institution can be described good. The reason is explainable. The main reason is that the Affiliated Supervisory Institution does not fail to be in a subordinate position to Supervisory Ministry which is governed by Kuomintang and Jiang Jieshi who always advocates autarchy. The consequence that it finally became a tool used by Kuomintang and Jiang Jieshi for realizing their ambition is easily predictable and its shortcomings are terribly hard to overcome because of that reason.
