Since the reform and opening up to the outside world, the cadre personnel system in China has greatly changed, and significant achievements occurred, among which the establishment and implementation of the public cadre selection system is an outstanding example. As a developing system with great potential vigor, it has been acknowledged as the primary system of cadre selection and appointment nationwide.It is suggested that the establishment and implementation of public cadre selection system be an external rule and a historical trend that is not decided by the humankind. The system of public cadre selection must conform to the principles of subordination of all cadres to the leadership of the Party, selecting people who possess both political integrity and professional abilities, selecting people with both knowledge and capabilities, selecting people by the rule of law and the principles of democratic, open-to-public, equal, competitive and choose-the-best selection. The system of public cadre selection is a scientific one with an overall framework of theoretical system, target system, control system and methodology system. This monograph further deepens the theoretical analysis of the public cadre selection system.Based on the systematic viewpoint and the studies of public cadre selection system, this monograph forms a reasonable procedure and structure system on public cadre selection including clarification of occupations and positions, confirmation of the qualification of cadres, public sign-up and qualification evaluation, uniform examination, political inspection, appointment by the after-research decision of the Party Committee and probationers. As a newly developed system of cadre selection and appointment, the public cadre selection system is bound to be supplemented with a scientific methodology system. This monograph sets up and perfects the overall methodology system of the public cadre selection system, namely the methodologies of inspection, written tests, interview, examination and evaluation, selection and etc, among which the methodology of examination and evaluation has achieved the transformation from qualitative analysis to quantitative analysis.Based on the realistic situation, the monograph analyses the influential and restrictive elements during the process of implementing China's current public cadre selection system, i.e. ideology, cost and benefit, interest, institution, incidental elements and etc. The monograph puts forward the corresponding countermeasures respectively.
