The Township Government Reform Under The Background Of The New Construction In Rural Areas

China is a big agricultural country,and agriculture,rural areas and farmers problems are always related to China's overall economic and social development.In recent years, the CPC Central Committee and the State Council use the scientific development concept to guide the overall economic and social development,and in accordance with the requirements of coordinating urban and rural development,adopted a series of major policies that benefit farmers and agricultural.Particular,the CPC Central Committee's proposals about making the 11^th Five-Year Plan of the development of national economy and society adopted by the Fifth Plenary Session of the Sixteenth Central Committee of the CPC define the goal of struggle and the program of action about China's economic and social development in the next five years,and proposed great historic mission:building a new socialist countryside.Building a new socialist countryside has become a fundamental guiding principle of solving problems in the rural areas at present.The idea is proposed on the basis of the social situation in China's rural areas.As a fundamental change of the concept of governance,it will inevitably accompanied by fundamental change in China's and affected all the original living habits,social structure,and development patterns.Therefore,the new rural construction is a complex,multidimensional,and long-term project.The process will affected all sectors of society in rural areas,and the township government,as grass-roots government organizations in China,will also be affected in the social revolution.On the one hand,because of the special position—the point of direct contact between the Government and the rural and the cornerstone of the party and government's rural work,township government is the macro guider and service provider.Its function plays a major role in the realization of the objectives of new rural construction;On the other hand,part of the township governments have some shortcomings at present,such as the confusion of functions,inefficiency etc.,and these problems are seriously hampering the full exertion of township governments' functions, so we must speed up the reform of township government,build simple,efficient, service-oriented government,and comprehensively promote the building of the new socialist countryside.As the township government plays an important role in the construction of new countryside,it is necessary to reform the township government with its current problems and get rid of current problems.So the township government can fully exert its function and provide political protection for the realization of great target of new countryside construction.This paper will start with it,summing up the new countryside construction's demand to the reform of township government,in conjunction with the current problem of township government,and then propose some opinions and suggestion about the reform of township government.This paper is divided into several parts:The first part focused on the background of the proposal of new socialist countryside construction,including the historical background,actual background,the theoretical basis,and several other fields.The second part analyzes and clearly located the important position of the township government in the new countryside construction.The third part mainly analyzes the current problems of township government companied with China's reality and also analyzes the reason of why the problems are generated.The fourth part will give a lot of suggestions to the reform of the township government on the basis of the situation of Chinese country.The characteristics of this paper is integrating theory with practice closely refer to the reality of China's new countryside construction and the realistic problems of China's township government and is very significant to the realization of the great goal of new countryside construction and success of the reform of the township government.
