Research On China Local Government Governance Model

From the beginning of the 1980S, due to the government failure and the impact of the financial crisis, governance theory began emerging in Western countries, while the functions of local government also began a series of changes, starting "from the local government to local governance." Local Governance gradually replaced the traditional rule.Despite since the 1990s, China's local governments are also beginning to realize the role of local government functions and the importance of change management, but has not form a representative system of local governance model, and therefore the local government governance model of China is currently the subject of a fresh, especially from the perspective of local governments, the local governments through the study of the roles, decision-making processes, management philosophy, management, citizen participation in a series of elements to effectively promote the increase of foreign investment, to promote local comparative advantages upgrade, as well as adapt to the times and created a model of governance and social development, it is particularly necessary and urgent.In this paper, the rise of the local governance and characteristics were analyzed, and then a more systematic analysis of the foreign local governance three models: Branch of the governance model, market governance model and the community governance model, and its analysis will do experience and inspiration, and then grasp the basic concept of local governance abroad on the basis of China's local governments to the practice of governance, and the identification of local governments in the governance of China in a series of issues, and further analysis of China's local governance should follow two basic theories and principles: the principle of the rule of law and transition. The rule of law including the rule of government law, economic law and the rule of social law. Restructuring principles include the following six aspects: transforming from the management government to government of services; from the omnipotent government to a limited change ;from transparent to the closure ; from inefficient to efficient government;from by the rule of man to the rule of law; from power government to responsibility government. Finally, on the basis of in-depth analysis of China's restructuring and transformation of local government,put forward to build the local government governance model suitable for China's national conditions , and try to explain from four major aspects: First,on the conceptual level, it is necessary to change Government officials of the concept; Second, on the technical level, it is necessary to design the basis of citizen participation in the feasibility of administrative procedures; Third,on the supervisory levels, it is necessary to further improve the supervision mechanism, and strengthen the supervision of civic awareness section Fourth, on the level of the relationship between the Government and the social, we must make great efforts to cultivate and develop the social intermediary organizations.
