Death Penalties have been sanguinary and atrocious since they came into being. The repeal of this punishment, first advocated by western enlightenment thinkers, has found a ready echo in the world. Death penalties are intended to punish the condemned criminal and deprive him/her of his/her life by means of the function of penalty punishment. Like criminal law, death penalties are administered to avenge on criminals and prevent them from committing new crimes. The reason for the existence of death punishment is that death penalties force criminals to pay a high price for their crimes, to end their lives. If death penalties is indispensable for preventing crimes and avenging on criminals, the time hasn't come for us to talk about the repeal of death penalties; if people gave up the purpose of death penalties, there would be no necessity of avenging on criminals and preventing crimes through death penalties, and we can wait for the time to come to repeal death penalties. In modern and civilized country, death penalties have no reason to exist, because they can ensure neither justice nor fairness and are too cruel. The purpose of death penalties is subjected to human being's choice. It has a process of developing and dying. In China, the repeal of death penalties can't be improvised but people can still wait for it. The repeal will come when Chinese economy and society develop more and more in line with international laws, and people's cognition of law keeps up with law culture reform. With the theory as the basis, China should have it as the initial goal to repeal the death penalties of non-violent crimes which have not brought widespread harm to the society and which people can tolerate. Then in about 30 or 40 years, repeal all death penalties step by step.
