Research On The Measurement & Evaluation System Of Local Government's Executive Ability In Our Country

The concept of"the governments'executive ability"has been put into the"government's report"of year 2006 and 2007, which represent the construction process of"the governments'executive ability"has become one part of the national governance, that is the beginning of the construction process of the"the governments'executive ability"with the Chinese characteristics. Recently, research indicates that the general public is very satisfied with the performance of the central government, the satisfactory rate declined as the level of the government decreased. The products price increase continuely,the mining disaster happened frequently and so on all indicate the crucial problem: The executive ability of local governments is not effective enough.Many scholars have done the research primarily on the importance of"the governments'executive ability",the improved methods and so on. There is no different analysis of the related environment and the specific background of"the governments'executive ability", which easily lead to the illusion of them. In order to improve the executive ability of the local government, we should differentiate the executive ability between the central and local government, and to proceed the study of measure and evaluate of local government's executive ability, which is the crucial part.In this thesis, there is a definition of"the local governments'executive ability", including the analysis of the building structure of"the local governments'executive ability". Under the principle of index selection, and from the basis of the building structure of"the local governments'executive ability", selecting and designing the standard system of"the local governments'executive ability", ascertain the weight of the different kinds of indexes, after consulting with experts. And then creating the quantized graph of the evaluation of the local governments'executive ability. In order to test the scientific nature and effectiveness of the measurement & evaluation system, In this thesis ,I use the Cronbachαindex to assess the internal coherence, and the Content validity ratio(CVR) to test the Content validity of this system.Generally speaking, research on the measurement & evaluation system of local government's executive ability is still a beginning in China in theories and in practice, using the advanced experience of performance Assessment,policy executive Assessment in the world, and learning the review combined with the Chinese environment are all very important. The construction of measurement & evaluation system of local government's executive ability is a changing process, which will be substantiated,revised and improved along with the social practice.
