Regardless of the residential society is one kind of social being or one kind of abstract idea,that one point is sure ,it is the product of the Western civilization."The civil society", this noun already has a long time of origin. Its rich and developing concept is following between the relational evolution between the civil society and the political country. The contradictory development between the civil society and the political country is a complex course about the conflict and conformity between special benefit and universal benefit, and also is a great advancement in which the civil society unceasingly obtains"political liberation"to unfold human's free rational spirit and the benefit demand,so it is the most basical and the most in-depthed development to the human society. In the meantime, the complex interactive development between the civil society and the political country also unfolds the human history evolutional mainstream to surge with the diverse advancement.The separation and the interactive development of the civil society and the nation have laid the foundation of the government law movement, and have established the government law boundary. In China, in order to construct the harmonious civil society, we must realize the democracy and the development truly, restruct the relation between the country and the civil society, establish the multi-dimensional right's foundation, the public power's authority and the good method's governing. We must insist in governing the country according to the law ,realize the response and the conjunction of the governmental law order and the civil society's rational and regular order. When we study our country's civil society, we cannot take the Western society as the standard and seek the factors that correspond with it in China. If we do this we may neglect the substantive and significant aspects about China's development. In China, in orde to study the civil society, we must take China's historical experience and the realistic condition as the starting point, seek the thought which is advantageous in constructing the civil society from the traditional culture of China.This article mainly consists of the introduction and five chapters. The introduction part carried on the refinement to the civil society's meaning and its content. The first, the second and the third chapters elaborated the concept of"the civil society"from the ancient times, the near modern age to the present age and its unceasingly rich and developing connotation.The fourth chapter analyzed China's civil society's growth and its present situation, united the current construction of China's harmonious society and pointed out the urgence of constructing the harmonious, formidable and prosperous civil society in China. At the same time, some suggestions were given about its development and consummation. The fifth chapter elaborated simply the basical request and the way of constructing harmonious civil society in China, simultaneously embarked from China's fundamental realities of the country as well as the special relations between the civil society and the national to explain the places to which we should pay attention in the process of constructing China's civil society. T he government and the civil society should perform its own functions beside of which they need to cooperate more mutually, to support more mutually and make more allowances for each other.In brief, regardless of the conceptual research and the practical stratification to the civil society, we do not need to regard the Western civil society as the only standard. China's civil society does not need to imitate the West. Constructing the harmonious civil society in China is supposed to absorb the essence of China's and the Western thought culture fully, combine with contemporary China's special political, economic and cultural characteristics, go out a bright characteristic and harmonious road of the civil society.
